Privatization of Highway Public Corporations | JEHDRA

 the Agency was established, along with the Companies, under four laws regarding the privatization of four highway public corporations, which were enacted in accordance with the Japanese Government's policy of privatizing the four public corporations, as spelled out in the Reorganization and Rationalization Plan for Special Public Corporations. (approved in a Cabinet meeting on December 19, 2001)

Framework of the Privatization of Highway Public Corporations. Objective of Privazation. To secure the repayment of interest-bearing debts amounting to about 40million. To promptly construct genuinely needed expressways while minimizing the fiscal burden imposed on the general public and paying due respect to the autonomy of the Companies. To offer diverse and flexible pricing and services to expressway users by exploiting private sector expertise.

Four Laws Regarding the Privatization of Highway Public Corporations. Expressway Company Law. Japan Expressway Holding and Debt Repayment Agency Law. Law Regarding the Development of Highway-Related Laws in Connection with the Privatization of the Japan Highway Public Corporation. Law for Enforcement of Law Regarding the Development of Highway-Related Laws in Connection with the Privatization of the Japan Highway Public Corporation.

Outline of Privatization. the Japan Highway Public Corporation, the Metropolitan Expressway Public Corporation, the Hanshin Expressway Public Corporation and the Honshu-Shikoku Bridge Public Corporation were dissolved, and the Agency was established along with the six companies.

Scheme of implementation of expressway business by the Agency and the Companies. The Agency maintains expressway assets, leases them to the Companies, and receives payment of leasing fees from the Companies to repay the debts, including those due to the leased from the Agency, collect fees from the users to appropriate the fees to the payment of leases, while promoting construction and renovation of expressways and delivering them to the Agency together with the debts.
